Commented Feature: Add public get/seek position in samples [26]

Basically, some sort of public access to VorbisReader.ActiveDecoder.CurrentPosition and VorbisReader.ActiveDecoder.SeekTo().

I've attached a patch file for VorbisReader.cs containing a simple implementation. And a "TotalSamples", for good measure.
